UK places Nigeria on red list over review health workers’ recruitment
The United Kingdom has placed Nigeria on the red list of countries from which health and social care employers should not actively recruit.
This review was conducted after the World Health Organization (WHO) identified 55 countries, including Nigeria, as having the most pressing health workforce issues pertaining to Universal Health Coverage.

The UK Government disclosed in a report by the UK Home Office that Nigeria and other countries on the red list should not be actively targeted for recruitment by health and social care employers unless there is a government-to-government agreement.
It was located on the British government’s website under the heading “Code of Practice for the International Recruitment of Health and Social Care Personnel in England.”
According to the information, country identification adheres to the methodology outlined in the ten-year review of the relevance and efficacy of the WHO global code of practise on the International Recruitment of Health Personnel.
It stated, “Consistent with the principles and articles of the WHO Global Code of Practice, and as explicitly called for by the WHO Global Code of Practice 10-year review, the listed countries should be given priority for health personnel development and health system-related support, with safeguards that discourage active international recruitment of health personnel.
“Countries on the list should not be actively targeted for recruitment by health and social care employers, recruitment organizations, agencies, collaborations, or contracting bodies absent a government-to-government agreement allowing managed recruitment to be conducted strictly in accordance with the terms of the agreement.
“Countries on the WHO Health Workforce Support and Safeguards list receive a red code grade.” The country is added to the amber list if a government-to-government agreement restricting recruiting organisations to the terms of the agreement is reached with a partner country.
It was specified that a country is green if it is not on the red or amber lists.
Kenya and Nepal are the amber countries where international recruitment is only permitted under the terms of the government-to-government agreement.
It added that active recruitment is permitted from green-graded countries where a government-to-government agreement for international health and care workforce recruitment is in place with the United Kingdom.
“Green-rated countries without a government-to-government agreement with the United Kingdom are not published in England’s code of practise.”
