1. Wayas was born on May 21, 1941, in Basang, Obudu, Cross River State.

3. Young Wayas received his education in the United Kingdom, where he attended Higher Tottenham Technical College in London, West Bronwich College of Commerce, Science and Technology in West Bronwich, West Bronwich, Birmingham, and Aston University in Birmingham.

4. From 1972 to 1974, the young technocrat worked in the civil service and was appointed Commissioner for Transport in the defunct South-Eastern State, which is now divided into Akwa Ibom and Cross River states.
