FG investigative panel clears Bobrisky of allegations on prison scandal.

The Independent Investigative Panel, established by the Federal Government to probe allegations of corruption and violations of regulations within the Nigerian Correctional Service (NCoS), has indicted several officers for preferential treatment given to Idris Okuneye, popularly known as Bobrisky, during his time in custody.

Although the panel found no evidence suggesting that Bobrisky slept outside the custodial centre during his six-month correctional sentence, it uncovered that the inmate enjoyed extraordinary privileges not typically afforded to other prisoners.

Among the special benefits granted to Bobrisky were a furnished single cell, a humidifier, self-feeding privileges, access to a personal fridge and television, and a designated inmate to run errands for him. He was also allowed frequent family and friend visits, many of which took place in the office of the officer in charge of the centre. Furthermore, the panel suspects that Bobrisky may have had access to his phone during this period.

The investigation also revealed irregularities in his transfer, as Bobrisky was relocated three times without proper documentation. The transfers, reportedly ordered by a high-ranking officer, violated the Nigerian Correctional Service’s Standing Order on Custodial Management. It was discovered that documentation for these transfers was only completed on 28th September 2024 and backdated to 12th and 22nd April 2024, raising concerns about procedural breaches.

The panel identified Ben Rabbi-Freeman, who served as the Lagos State Controller at the time, as one of the officers involved in these breaches. He now holds the position of Assistant Controller General of Corrections (ACG) for Zone ‘A’.

This investigation sheds light on the need for stricter adherence to correctional rules and a more transparent system within Nigeria’s custodial centres.
